With the tagline, “The career hub for tech,” the job search site, Dice, leaves little doubt regarding its target industry.  It certainly gains some credibility with the total number of tech job posts clearly listed on the main page. 
A particularly appealing feature on Dice is the Browse By Skill/Job Title.  Tech workers KNOW their jargon, and they know their strengths and weaknesses, so searching by skill is an extremely useful tool.  It’s very efficient in weeding-out the less relevant posts.  It also allows job hunters to search on secondary or tertiary skills if they want to dig a bit deeper.
Job locations span the US, so this is not a region-specific search site, but searches can be targeted by location (State and Region).
Particularly interesting to the tech professional is the keyword result list.  Whether searching by skill or location, a list of resulting keywords and the number of posts using those keywords appears at the top of the search results.  It’s just another quick and efficient way to narrow the posts down to the most relevant and appealing selections.

In addition to various site tools and resume posting availability, Dice also provides a forum for discussions.  Over several years, Dice has become a recognized and well-established job search site for tech professionals.  It’s certainly a useful and effective site, obviously designed by techs, for techs. 
I personally know several tech professionals who use Dice including programmers/developers, engineers, admins, technicians, support specialists, and technical writers.  It’s definitely worth a shot for the job hunter in the tech industry.
